This is a Windows 9x virus. When launched, it sets Internet Explorer start page to http://202.115.16.8/~ekang. Then, it hooks system file I/O functions and tries to infect all opened PE EXE files.
The virus contatins the following text string:
Lock IE Start Page,By Whg 2001.5.30
